At a time when the government’s efforts are accelerating to develop the educational process and improve the conditions of teachers, a new controversy is emerging about the teaching incentive, after it was disbursed to teachers practicing teaching in classrooms, while psychologists and social workers remained outside this system, despite the pivotal role they play in supporting students and ensuring a healthy and stable educational environment.

The decision to disburse the teaching incentive

The Ministry of Education recently announced the disbursement of a teaching incentive worth 1,000 pounds per month to all teachers who actually teach in classrooms, after President Abdel Fattah El-Sisi officially ratified the decision last October.

The Minister of Education, Mohamed Abdel Latif, confirmed that the incentive is given to practicing teachers, and comes within the framework of improving the living and social standard of teaching staff, in continuous coordination with the Ministry of Finance and close follow-up by the government.

Specialists are not among the eligible categories

Despite the importance of their role within schools, psychologists and social workers were not included among the beneficiaries of the incentive according to the current controls, given that they do not actually teach in the classroom, according to the ministry’s official statements.

Demands of psychologists and social workers

In response to this exception, the specialists submitted official memorandums requesting that the teaching incentive be disbursed, and that they be included in the development incentive or educational development system, stressing that their tasks include:

  • Implementing individual and group counseling sessions for students
  • Follow up on cases of educational integration and develop educational and psychological plans for them
  • Participate in school discipline committees and deal with student crises
  • Improving the psychological climate within the school and participating in awareness and development programs

The specialists emphasized that these tasks make them an essential element in the success of the educational process, and not just an auxiliary function.

Action by the Educational Professions Syndicate

In response to the specialists’ demands, the Educational Professions Syndicate officially addressed the Minister of Education and the Minister of Finance, to demand that specialists be included in the teachers’ incentive, stressing the importance of the educational and psychological role they play within schools, and calling for achieving equality between them and teachers as an integral part of the educational process.

Ministry of Education response

For his part, the Minister of Education, Mohamed Abdel Latif, explained that the Ministry is studying special procedures for specialists during the coming period, in coordination with the Ministry of Finance, taking into account their actual role and importance within the educational system.

The Minister indicated the continuation of work to improve the living and social standard of Egypt’s teachers, and affirmed the government’s support for all workers in education, with close follow-up by the Prime Minister.
