Presidential Decree No. (3) of 2026 was issued today regarding the formation of the Yemeni government and naming its members, after reviewing the Constitution of the Republic of Yemen, the Gulf Cooperation Council initiative and its executive mechanism, and the decision to transfer power issued in 2022, and based on the Prime Minister’s proposal and the approval of the Presidential Leadership Council, according to what was reported by the Yemeni News Agency.
The decision, issued by the Chairman of the Presidential Leadership Council, stipulated the appointment of Dr. Shaye Mohsen Al-Zindani as Prime Minister and Minister of Foreign Affairs and Expatriate Affairs, and assigned him to form the government, as required by the country’s higher interest.
Formation of the new Yemeni government
The new government included 35 ministers, including sovereign, service, and state portfolios, including the ministries of defence, interior, finance, oil, health, and education, in addition to ministers of state for women’s affairs, human rights, the House of Representatives and the Shura Council, the capital secretariat, and the governorate of Aden.
The decision confirmed in its second article that its implementation begins from the date of its issuance, provided that it is published in the Official Gazette.
The formation of the new government comes within the framework of completing state institutions and enhancing the performance of the executive authority, in light of the political, economic, and security challenges that the country is going through.
