The Minister of Labor announced Muhammad GibranToday, Wednesday, Ministerial Resolution No. 269 of 2025 was issued regarding establishing and updating central databases for the labor market, in implementation of the provisions of Labor Law No. 14 of 2025, and in light of the Constitution and international agreements ratified by Egypt, and after presenting it to the Supreme Council for Social Consultation.

Creating and updating central databases for the labor market

The Minister of Labor confirmed that this decision comes as a continuation of the system of executive ministerial decisions for the new labor law, and aims to build an integrated information system for the labor market, based on accurate data and scientific analysis, which contributes to supporting the decision maker, achieving a balance between supply and demand for job opportunities, and aligning training outcomes with current and future market needs.

The Minister explained that the decision represents a pivotal step towards evidence-based planning, by monitoring labor market developments, its sectoral and geographical needs, and studying wages and productivity, and the changes occurring in the required professions and skills, in a way that supports employment policies, enhances decent work opportunities, and serves the goals of economic and social development.

The Minister of Labor directed that the details of the decision be published within the series of publishing executive decisions of the new labor law, given its great importance to business owners, workers, and job seekers, as it is one of the main pillars of developing the employment system and labor market information in Egypt.

The Minister of Labor, Mohamed Gibran, issued Ministerial Resolution No. (269) of 2025 regarding establishing and updating labor market databases, after reviewing the Constitution, Labor Law No. 14 of 2025, and relevant international agreements, and after presenting it to the Supreme Council for Social Consultation.

Article One:

This decision aims to create central databases on the labor market, conduct the necessary field studies and research, issue periodic sectoral or geographical reports on the current and future labor market needs for professions and skills, and monitor any changes that occur in it.

Article Two:

The data form accompanying this decision shall be used to create or update employment databases and the labor market information system. Establishments designated by the General Administration for Labor Market Information, Wage and Productivity Studies are obligated to complete this form and provide the administration with it within thirty days from the date of its request.

Article Three:

The General Administration of Labor Market Information, Wage and Productivity Studies is responsible for preparing a procedures guide in the field of labor market information and occupational classification, to be used by all field work units, and it will be issued within three months from the effective date of this decision.
