Dr. Manal Awad, Minister of Local Development, issued Resolution No. 657 of 2025, assigning Sahar Shaaban Hanafi Mahmoud, from the presidency of the Montazah District in the Alexandria Governorate, to the Nozha District in the Cairo Governorate.

The Governor of Alexandria had previously dealt with its violence. Sahar Shaaban, head of the Montazah district, was transferred to head El Nozha in Cairo

The text of the decision, a copy of which was obtained by Cairo 24, stated that the aforementioned person was assigned to work in the Al-Nozha district job in Cairo Governorate, until reaching the legal age prescribed for leaving the service by referral to retirement on 9/1/2026.

Lieutenant General Ahmed Khaled Hassan Saeed, Governor of Alexandria, previously criticized engineer Sahar Shaaban, head of the Montazah Awal district, for leaving space for a store to spread out on the street and restricting the movement of cars and individuals.

During a video published by the Alexandria Governorate, the governor denounced the acquisition of a store on an area of three-quarters of the street, directing his speech to the mayor of the district: “You think the world will be in chaos, all this street will open and all these jobs will be removed.”

This came during a surprise inspection tour of the first Montazah neighborhood, which included the area of 16th Al-Falaki Street and Adeeb Muakad Street, where the presence of a large number of street vendors and occupations on the main road was observed.

A number of citizens complained that a store used cement barriers and displayed its products in a larger area than allowed, causing the street to be closed.
