As of today, Thursday, the Kingdom of Saudi Arabia will begin implementing the system of foreigners owning real estate and acquiring real rights over it within the Kingdom, within the framework of regulating the real estate market and enhancing investment attractiveness, according to what local media reported.
The Minister of Municipalities and Housing, Majid Al-Hogail, had explained in previous television statements that the system allows foreigners to own real estate at the residential level in all Saudi cities, with the exception of four cities: Mecca, Medina, Jeddah, and Riyadh.
The minister pointed out that there are specific areas in which foreigners from outside the Kingdom are allowed to own property, pointing out that residents of Saudi Arabia have the right to own a residential unit in accordance with the approved controls.
Regarding the commercial, industrial and agricultural sectors, Al-Hogail stressed that ownership will be available to foreigners in all cities of the Kingdom without exception, in a way that supports the investment environment and enhances economic growth.
Saudi Vision 2030
The minister added that the housing and municipalities sectors represent a fundamental focus of Saudi Vision 2030, expecting that the percentage of Saudis owning their homes will reach 66% by the end of the year, exceeding the targets set for 2025.
The non-Saudis ownership of real estate system aims to regulate the ownership of real estate by non-Saudi individuals and entities within a specific geographical scope, with clear legal controls, with special and specific exceptions.
According to the system, non-Saudis are allowed to own real estate or acquire real estate rights over it within the Kingdom within the geographical scope determined by the Council of Ministers, based on a proposal from the Board of Directors of the General Real Estate Authority and the approval of the Council of Economic and Development Affairs, provided that this includes determining the types of real rights allowed, the maximum ownership percentages, and the controls regulating them.
