The year 2025 witnessed an unprecedented intensification of the Ministry’s efforts Housing Urban facilities and communities confront building violations and encroachments on state lands in new cities, within the framework of a comprehensive plan to restore discipline and preserve the civilized appearance.

These efforts resulted in the implementation of about 2,753 decisions to withdraw land and housing units and remove violations and encroachments, under direct instructions from Engineer Sherif El-Sherbiny, Minister of Housing, who stressed the necessity of imposing the prestige of the state and protecting public and private investments.

Decisive directives from the Minister of Housing

The decisions came in light of the instructions of Engineer Sherif El-Sherbiny on the necessity of dealing immediately and decisively with all forms of encroachments and zoning and construction violations, and not to tolerate any practices that harm urban planning or distort the cultural form of new cities, with an emphasis on applying the law to everyone without exception.

6th of October City is at the forefront

6th of October City topped the list of cities that witnessed the largest number of withdrawal and removal decisions during 2025, due to the expansion of its urban area and the multiplicity of extension areas and new expansions in it.

The campaigns included removing encroachments on allocated lands, withdrawing units and lands for non-compliance with contract terms or implementation timetables, in addition to raising occupancy and building violations in several neighborhoods and sectors within the city.

New Cairo and Shorouk are next in line

New Cairo came in second place in terms of the volume of demolitions, especially in areas that witnessed attempts to change activity or build without permits, as well as violations within some residential communities.

Shorouk City also witnessed intense campaigns to remove encroachments and recover unused lands, within the framework of preserving the urban pattern and preventing randomness.

The campaigns extended to cities witnessing major urban expansion, most notably the New Obour City and the New Sphinx City, where decisions were implemented to immediately remove encroachments in their infancy, and prevent any attempts to seize land or illegal construction, in a way that ensures the launch of these cities according to their approved plans without future distortions.

In implementing these campaigns, the Ministry of Housing relied on complete coordination between the new city agencies, the concerned authorities, and the security forces when needed, to ensure that decisions are implemented on the ground quickly and decisively, while continuing periodic visits to monitor any new violations and deal with them immediately.

The outcome of 2025, with the implementation of about 2,750 withdrawal and removal decisions, reflects a clear direction from the Ministry of Housing to impose urban discipline and preserve the civilized face of new cities, especially in light of the great urban expansion that the country is witnessing.

The Ministry of Housing confirmed that these campaigns will continue during the coming periods, in parallel with supporting development and investment, to ensure planned and sustainable cities worthy of the Egyptian citizen.
