Major General Dr. Hisham Abu Al-Nasr, Governor, concluded Assiut His meetings with a delegation from an Indian company specialized in road construction, maintenance and paving technology, following a two-day field visit that included a number of centers and neighborhoods in the governorate, within the framework of discussing ways of joint cooperation and localization of advanced technology that contributes to developing the road system and improving the quality of infrastructure.
This came in the presence of Engineer Essam Al-Qarn, Undersecretary of the Ministry of Housing in Assiut, Engineer Ahmed Salah Fakhry, Director General of the Roads and Transport Directorate, and Dr. Fatima Ayed, Director of the International Cooperation Department in the governorate.
Discussing the localization of modern technology in road paving after field tours in centers and neighborhoods
The meeting discussed the results of the technical meetings held with officials of the directorates of roads, housing, and the paving project, in addition to reviewing the results of the field trips undertaken by the delegation to the centers of Manfalut, Badari, and Sidfa, in addition to the eastern district of Assiut city. They were accompanied by Dr. Hassan Younis, a full-time professor at the Faculty of Engineering, Assiut University and the Governor’s Advisor for Engineering Affairs, Dr. Mahmoud Aneeb, Professor of Roads and Traffic and Director of the Quality Assurance Unit at the Faculty of Engineering, and Dr. Mahmoud Owais, Professor of Road and Traffic Engineering at Assiut University. They inspected the paving equipment and roads currently being implemented, and learned about the working mechanisms on the ground. Samples were also taken from the asphalt and soil layers to be subjected to analysis and study in specialized laboratories in India.
The Governor of Assiut explained that the visit resulted in reaching a preliminary agreement for coordination and cooperation between the Indian company and a number of private sector companies operating in the governorate, as well as the exchange of samples of quarry materials, in preparation for conducting technical and academic studies and approved laboratory tests, to ensure their compatibility with the proposed technology, achieving the targeted results, and conforming to the standard specifications and the Egyptian code for road paving works.
The governor indicated that it is planned to apply this technology experimentally on a number of roads within the governorate, followed by a comprehensive technical evaluation to measure the extent of its impact on the quality, efficiency and lifespan of the roads, while studying the possibility of introducing local raw materials into manufacturing processes, which will contribute to the localization of the industry, reduce implementation and maintenance costs, and open new horizons for export to the markets of the Middle East and the African continent.
Major General Hisham Abu Al-Nasr added that the recommendations included the preparation of detailed technical and economic studies, and the implementation of applied models on the ground to measure the suitability of the technology to the nature of roads in centers and villages, in addition to examining the possibility of exporting some quarry materials from Assiut to India after completing the necessary tests, with subsequent meetings to be held to present the results and develop a final vision for the partnership mechanisms in preparation for moving to clear implementation steps.
The Governor of Assiut stressed the keenness to maintain openness to successful international experiences and transfer global expertise, in implementation of the directives of the political leadership to develop infrastructure and achieve the highest quality rates in road projects, which will reflect positively on the level of services provided to citizens and support comprehensive development plans.
For their part, members of the Indian delegation expressed their appreciation for the warm reception and fruitful cooperation with Assiut Governorate, stressing their full readiness to provide technical support, transfer expertise, and participate in implementing pilot projects that pave the way for a long-term partnership.
It is noteworthy that the Governor of Assiut had previously held meetings via video conference technology with Indian companies, in light of his recent visit to the Republic of India at the head of a delegation of businessmen and investors, and in activation of the strategic partnership agreement signed between Egypt and India in 2023, which aims to support industrialization, technology transfer, and the localization of value-added industries.
