Representative Osama Madkour, a member of the Senate Housing and Local Administration Committee and Assistant Secretary for Organization of the Mostaqbal Watan Party, confirmed that moving forward with the completion of local council elections represents a fundamental step in the path of restoring the full institutional structure of the state, and a direct implementation of the directives of the political leadership on the necessity of activating constitutional entitlements.
Madkour explained, in press statements today, that the current stage requires the presence of elected local councils that exercise their oversight and development role alongside the executive bodies, noting that their absence for years has created double pressure on governors and heads of cities and neighborhoods, in light of the absence of an elected popular back who reflects citizens’ priorities and participates in arranging them.
The senator added that the constitution established a clear framework for the formation of local councils to ensure balanced representation of the segments of society, most notably youth, women, workers, farmers, and people with disabilities, which reflects a philosophy based on expanding the base of political participation and consolidating the principle of justice in representation.
Madkour stressed that local councils are not just service entities, but rather an essential partner in setting local development plans and following up on their implementation, reviewing budgets, and proposing solutions to daily problems related to facilities, infrastructure and housing, stressing that their presence will make a tangible difference in the level of services provided to citizens.
He pointed out that the issuance of a balanced local administration law will resolve the mechanisms of the relationship between the elected councils and the executive authority, in a way that achieves integration, prevents conflicts of jurisdiction, and ensures clarity of responsibilities and accountability.
Representative Osama Madkour concluded his statements by emphasizing that empowering local administration is one of the keys to the new republic, and that local elections will be a real opportunity to produce young political and executive cadres capable of assuming responsibility and actively participating in decision-making at the grassroots level.
