
The Energy and Environment Committee of the House of Representatives, during its meeting yesterday headed by Engineer Tarek El-Mulla, with the Office of the Constitutional Affairs Committee headed by Counselor Mohamed Eid Mahjoub, approved in principle a draft law amending some provisions of the law regulating… Nuclear activities And radiation issued by Law No. 7 of 2010.
The new amendments to the draft law aimed to strengthen the regulatory and supervisory role of the Nuclear and Radiological Regulatory Authority over various nuclear and radiological facilities and activities, in a way that ensures the safety and security of humans, the environment and property from the dangers of exposure to ionizing radiation.
The draft law criminalizes the disposal of radioactive materials or radioactive sources licensed to possess, produce, or trade without the Authority’s approval, after practical application revealed that some licensees disposed of them without a clear legal basis that allows the Authority to take deterrent measures.
The amendments also stipulated that the Authority’s funds would be considered public funds, and that it would be granted the right to take administrative seizure procedures to collect its dues, in addition to requiring those wishing to manufacture systems, structures, or equipment important for the safety of nuclear facilities inside Egypt to obtain a prior license from the Authority.
The project approved penalties of up to imprisonment for a period of not less than one year and a fine of not less than 50,000 pounds and not exceeding 400,000 pounds, or one of these two penalties, against anyone who violates a number of articles regulating nuclear and radiological activities.
Granting the Chairman of the Authority’s Board of Directors the authority to reconcile some crimes stipulated in the law.
