Contract of the Egyptian Federation of Contractors Construction and building An expanded meeting was held with representatives of the Ministry of Finance and the Egyptian Tax Authority, headed by Engineer Mohamed Sami Saad, President of the Federation, and in the presence of Hisham Yousry, Secretary-General, Engineer Ali Mostafa, Chairman of the Compensation Committee, and members of the Tax Committee headed by Engineer Mamdouh Al-Morshedy, in addition to a delegation from the Tax Authority headed by Afaf Al-Sayed Mustafa, Director of the General Administration of Research.
A joint meeting between the Contractors Union and tax representatives to discuss mechanisms for implementing the new value-added tax
The meeting was devoted to discussing the mechanisms for implementing the new amendments to the Value Added Tax Law No. 157 of 2025, especially with regard to the damages that may befall some contractors who are unable to adhere to the tax treatment stated in the aforementioned decision of the Minister of Finance, under the pretext that an extract, invoice, or electronic receipt was not issued before the issuance of the law.
Union representatives, headed by Engineer Mohamed Sami Saad, indicated that this situation may lead to inequality between contractors when applying the new tax treatment. One of them may be subject to a tax of 14% of the total contract, while another 14% of a tax base equivalent to 36% of the total contract will be applied to the other.
Engineer Mohamed Sami Saad confirmed that the aim of the meeting is to explain the implementation mechanisms clearly, and to ensure that contractors are not harmed, especially in light of the challenges the sector is witnessing as a result of the timing of the executive plans differing from the financial plans. He also stressed the need to issue periodic books and explanatory publications that help clarify the implementation steps and provide practical solutions to problems that may arise during the implementation stages.
