Announce Minister of Labour Muhammad Gibran, today, the harvest of a full year of efforts and activities of the Ministry of Labor during the year 2025, reviewing the most prominent achievements achieved, in addition to the most important goals of the Ministry during the next phase, which includes an integrated package of legislation and digital and regulatory projects, within the framework of developing the labor market and protecting its parties.

12 new targets in the Ministry of Labor’s plan to modernize the labor system and digital transformation

The Minister stressed that the year 2025 witnessed the implementation of legislative reforms and qualitative executive initiatives aimed at modernizing the work system and achieving a balance between the parties to the production process, in a way that enhances social stability and supports a decent work environment.

Targets for the next stage

Gibran explained that the ministry’s future plan is based on a number of main axes, the most prominent of which are:

  • Preparing a draft law on domestic workers to ensure their protection in accordance with the Constitution and international standards.
  • Completing the remaining 30% of the spatial information infrastructure and base map project, in cooperation with partners, while providing all the ministry’s services through a unified electronic application.
  • Creating a unified digital platform that combines the services of the Ministry of Labor and the national employment system, to facilitate citizens’ access to services.
  • Launching an integrated electronic system for trade union elections.
  • Preparing the Egyptian Occupational Classification Guide 2027 to keep pace with changes in the labor market and deal with new work patterns and future professions.
  • Electronic connectivity with Saudi Arabia, Kuwait, and Lebanon to organize and govern the movement of Egyptian workers to work abroad.
  • Launching the National Strategy for Occupational Safety and Health during the first quarter of 2026.
  • Developing the skills of labor and occupational safety inspectors, raising their competencies, and developing their training curricula.
  • Expanding governance and digital transformation programs in support of administrative reform efforts.
  • Opening new labor markets in Europe, especially in Germany, Italy, Cyprus, Greece and Albania.
  • Raising the value of the financial compensation for seasonal workers during the Hajj season in proportion to the status of the Egyptian worker.
  • Partnering with the private sector to create an electronic application for technical workers (such as plumbing, electricity, and carpentry), with a uniform and identification card for each worker.

The Minister of Labor stressed that these targets reflect the state’s commitment to building a modern and balanced labor market, based on digital transformation, protecting workers’ rights, and enhancing the competitiveness of Egyptian labor locally and internationally.
