Dr. Mostafa Madbouly, Prime Minister, issued a decision appointing 3 assistants to the Chairman of the Financial Regulatory Authority, namely Mahmoud Jibril, Walid Anwar, and Counselor Ahmed Mohamed Taher Sheta.

President Abdel Fattah El-Sisi issued Republican Decree No. 421 of 2025 appointing Dr. Mohamed Farid Saleh as Chairman of the Board of Directors of the Financial Regulatory Authority for a period of one year with the rank of Minister, in August 2025, to begin his fourth term to lead the Authority.

Mahmoud Jibril held a number of leadership positions at the Financial Regulatory Authority, including Director General of Customer Protection, then Vice President of the Central Administration for Corporate Finance, then Deputy Assistant Chairman of the Financial Regulatory Authority, before recently assuming the position of Assistant Chairman of the Authority.

Gabriel holds several academic qualifications, including a Bachelor of Commerce (Accounting Division) from Cairo University, a postgraduate diploma in financial market analysis from the Faculty of Economics and Political Science at Cairo University, in addition to a diploma in the basics of Islamic finance from the International Institute of Finance in London, and a specialized certificate in financial technology and organizational innovation from the University of Cambridge Business School.

Gabriel began his career in the securities brokerage sector, then moved to banking through the Misr-Iran Development Bank, then CEO of Al Ahly Investment Fund Management Company, then Managing Director and CEO of Amwal Financial Investments Company, and Managing Director of Product Development in the Markets Sector at Beltone Financial Holding Company.

Walid Anwar, Assistant Chairman of the Authority, extends many years of experience in the fields of non-banking financing, including consumer financing, financial leasing, factoring, real estate financing, and financing small, medium, and micro enterprises.

Walid Anwar is responsible for supervising the oversight activities of non-banking finance companies throughout the Republic, to ensure their compliance with the laws and regulations, in order to achieve financial stability and protect customers. Anwar holds multiple academic qualifications, including a Master of Business Administration from Cardiff University in Britain, in addition to a Master of Business Administration from the Arab Academy for Science and Technology in 2022, in addition to obtaining a Bachelor of Laws in 1996, in addition to a number of professional certificates specialized in credit and finance, company evaluation, and accounting from the Egyptian Banking Institute, crisis management, and combating money laundering and terrorist financing.

Counselor Ahmed Sheta has more than 15 years of legal experience, most of it in the economic sector, as he was appointed as a teaching assistant at the Faculty of Law in the Department of Economics and Public Finance, and served as a member of the technical secretariat of the Ministerial Committee for Resolving Investment Disputes for nearly seven years. He also held many judicial positions in the State Council, whether in the Fatwa Department, the Judicial Department, or the technical offices.

Counselor Ahmed Sheta holds several academic qualifications, including a master’s degree in public law, a postgraduate diploma in economics and public finance, and a postgraduate diploma in public law, in addition to many different training courses.
