The Prime Minister delivers Egypt’s speech at the seventh summit of the African Union and the European Union

During his attendance at the “Peace, Security, Governance and Pluralism” session, held within the activities of the seventh summit of the African Union and the European Union, the Prime Minister delivered Egypt’s speech, in which he welcomed President João Lourenço, President of the Republic of Angola, Their Excellencies the Heads of State and Government of African and European countries, Antonio Costa, President of the European Council, Mahmoud Ali Youssef, President of the African Union Commission, and Ursula von der Leyen, President of the European Commission.

At the beginning of the speech, Dr. Mostafa Madbouly conveyed the greetings of President Abdel Fattah El-Sisi, President of the Republic, and his deep appreciation to the sister Republic of Angola for its wise leadership of the African Union and its generous hosting of this important summit, which was launched since the inauguration of the first summit in Cairo 25 years ago with the aim of establishing security and development and building a more just and equitable international system.

The Prime Minister pointed out that the African Union has achieved progress in building and activating its peace and security structure, with appreciated support from the European Union, but the multiple conflicts and crises that the continent is witnessing remain the most prominent challenge facing Africa, which negatively affects sincere efforts to achieve development goals in accordance with the 2063 Agenda.

The Prime Minister said: “The successive crises on our continent have proven that African security is also European security,” stressing that building a true partnership between the two continents must be based on mutual respect and common interests.

The Prime Minister pointed out that Egypt emphasizes the importance of national ownership, preserving state institutions, and full commitment to the established principles of the African Union in preserving the sovereignty, unity, and territorial integrity of each state, as well as the necessity of adopting a comprehensive approach that takes into account the root causes of conflicts within the framework of the interconnected relationship between peace, security, and development, so that it includes investing in infrastructure, education and health, empowering youth and women, and activating post-conflict reconstruction and development programs, especially through the programs of the African Union Center for Reconstruction. Which is hosted by Cairo.

The Prime Minister also pointed out Egypt’s emphasis on the need to reform the multilateral international system to make it more responsive to challenges, so that the African continent is at the forefront of the active parties in this system, adding: Egypt affirms its full commitment to the unified African position in connection with the reform of the United Nations Security Council. Egypt also renews its call to European partners to support efforts to reform international financial institutions and make them more responsive to the needs of African countries, especially with regard to technology transfer and the availability of concessional financing.

During his speech, Dr. Mostafa Madbouly noted the strenuous efforts made by Egypt to achieve security and stability, whether in terms of implementing the Sharm El-Sheikh Agreement regarding the ceasefire in the Gaza Strip in cooperation with regional and international partners, or in order to find a solution to the crisis in Sudan, or by adhering to supporting the Libyan/Libyan political solution without dictates or external interference, or by working to provide sustainable funding for the African Union Support Mission. Stability in Somalia, maintaining maritime navigation security in the Red Sea, supporting anti-terrorism efforts in the Sahel region, as well as restoring stability in eastern Democratic Congo.

The Prime Minister affirmed Egypt’s condemnation of the inhumane violations that the Sudanese city of El Fasher witnessed in violation of international humanitarian law, and its emphasis on the necessity of preserving the unity, integration and preservation of Sudanese institutions, noting Egypt’s rejection of any unilateral measures in the Horn of Africa or the Red Sea region that would threaten the sovereignty of any country and create more tension in the region.

The Prime Minister indicated that Egypt will continue to support all sincere efforts aimed at preserving the security and stability of the African continent, and building a more balanced and equitable international system, based on the firm conviction that Africa’s security is an integral part of the security of Egypt and the world.

Dr. Mostafa Madbouly concluded his speech by noting that the Egyptian state confirmed its readiness to enhance its cooperation with European partners to implement tripartite cooperation projects and programs in sisterly African countries, as well as strengthening cooperation with the Cairo International Center for Conflict Resolution, Peacekeeping and Building, the Egyptian Agency for Partnership for Development, the NEPAD Center of Excellence for Adaptation to Climate Change, as well as the African Space Agency, which Egypt is proud to host its headquarters, as a model of integration between the efforts of the two continents to achieve peace and development together.
