
The welfare law was passed Rights of the elderly A package of social and humanitarian guarantees aimed at providing a decent life for the elderly, primarily exempting the elderly in care who do not have a caregiver from bearing the costs of accommodation and subsistence within social care institutions.
Article (12) of the law stipulates that the competent ministry shall bear all the expenses of accommodation and subsistence for this category within elderly care institutions, provided that the executive regulations specify the procedures and conditions governing benefiting from this exemption, in a way that ensures that the support reaches those who deserve it.

In the same context, Article (13) obligated social institutions for caring for the elderly to accept a percentage of no less than 4% of the institution’s total absorptive capacity, free of charge, for cases referred to it by the competent ministry, with a minimum of one elderly person, within the framework of expanding the umbrella of social protection.
The Elderly Rights Care Law affirmed that caring for the elderly is not just a social service, but rather a constitutional obligation that reflects the human values on which society is based, such as justice, solidarity, and respect for rights.
He stressed ensuring the health, economic, social, cultural and recreational rights of the elderly, and providing an appropriate pension to ensure a decent life for them, in addition to enabling them to participate effectively in public life.
