Representative Tariq Al-Khouly, Undersecretary of the Legislative Committee, said In the House of RepresentativesThe committee is considered one of the parliament’s most responsible committees, given its pivotal role in dealing with the essence of laws before they are issued and implemented on the ground, stressing that its work is not limited to reviewing texts only, but extends to ensuring that legislation is consistent with the constitution, protecting the rights of individuals, and achieving a balance between the interests of the state and the citizen.

Al-Kholy explained in television statements that the Legislative Committee plays a fundamental role in formulating the legislative philosophy of the laws, by listening to all concerned parties before approving any legislation, in order to ensure that the laws are issued in a disciplined and applicable manner and have an actual impact on the Egyptian street.
Al-Kholy pointed out that all laws issued by the House of Representatives are subject to review within the Legislative Committee in terms of legal wording and legislative pronunciation, which makes it one of the most important and most responsible committees before the Egyptian people, especially in light of the large number and complexity of files.
He added that the committee receives draft laws submitted by the government, especially those that directly affect the lives of citizens, explaining that the members of the committee have high judicial and legal backgrounds, due to its inclusion of senior jurists, whether in terms of its chairmanship, agents, or members.
Al-Kholy reviewed the scenes of the discussion of legislation within the committee, explaining that the draft law is subject to careful study in terms of its constitutional integrity, its implementation mechanisms, and the party submitting it, with review of statistics, data and numbers, to reach the best possible legislative formula that is capable of practical implementation.
The representative of the Legislative Committee confirmed that the member of parliament performs three main roles, which are his legislative role as a legislator and reviewer of laws, his service role in representing his constituency and dealing with the executive authorities to solve citizens’ problems, in addition to his national role in representing the entire Egyptian people, and not just the constituency to which he belongs.
Al-Khouli stressed that the absence of the Local Councils Law placed additional burdens on representatives, calling for the necessity of accelerating the issuance of this law, allowing the return of the role of local councils, enhancing citizen participation, and relieving pressure on members of the House of Representatives in performing their service role.
