Dr. Maya Morsi, Minister of Social Solidarity, issued a decision to continue suspending the granting of licenses to shelters, “orphanages,” for a period of one year starting from December 16, 2025.
The Ministry of Social Solidarity is moving towards shifting from institutional care to family care within the sponsorship system, expanding the system of foster families and reducing the number of social care homes, which has led to the expansion of the system of foster families within the sponsorship system.
The Ministry of Social Solidarity handed over 613 male and female children to sponsored alternative families, during the period from July 2024 until today, bringing the total number of sponsored children within sponsored alternative families to 12,275 male and female children, and the number of alternative families reached 12,016 sponsored alternative families.
The number of social care homes is 462, and approximately 8,600 male and female children reside there, as the Ministry works to enhance the integration of children into society and expand their opportunities for interaction and learning outside the institutional framework.
