Major General Tariq Marzouk, Governor of Dakahlia, followed up on the position of legalizing squatting in accordance with Law No. 144 of 2017, the state lands recovered during the waves of removal, and the mechanisms for optimal exploitation of them, during a meeting held via video conference technology.
Dakahlia Governor: Exploiting 98 recovered plots of land for development and service projects
The meeting was chaired by Dr. Manal Awad, Minister of Local Development and Acting Minister of Environment, and in the presence of Lieutenant General Osama Askar, Advisor to the President of the Republic for Military Affairs and Chairman of the State Lands Recovery Committee, Major General Staff Nasser Fawzi, Director of the National Center for State Land Use Planning, Brigadier Dr. Saeed Helmy, Head of the Local and Strategic Development Sector, Dr. Ahmed Al Adl, Deputy Governor, Major General Imad Abdullah, Secretary General of the Governorate, and Professor Mohamed Jalal, Director of the General Administration of State Properties.

The meeting discussed following up on the latest procedures and developments regarding the position of legalizing the seizure of land, and the state-owned lands recovered from the governorate’s jurisdiction, in addition to the mechanisms for optimal exploitation of those lands, in implementation of the directives of the political leadership regarding dealing with the lands recovered during waves of removal, and providing the necessary lands for establishing service and development projects.
During the meeting, the proposal submitted by Dakahlia Governorate to exploit 98 recovered plots of land was reviewed to establish development projects and projects within the presidential initiative “A Decent Life,” in addition to offering a number of lands as investment opportunities.
Following the meeting, the Governor of Dakahlia directed the speedy completion of the file to legalize seizure before the entry into force of Law No. 168 of 2025 regarding the legalization of seizure. He also stressed the necessity of monitoring and describing all forms of encroachments on agricultural lands.
