This comes within the framework of tightening control over civil protection requirements in all facilities that witness human gatherings, in order to prevent the recurrence of similar incidents, most notably the fire accident at the addiction treatment clinic in the city of Benha, which resulted in the death and injury of 14 people..
Earlier, Counselor Salah Al-Wakil, Director Administrative Prosecution in Benha (Second Section), headed by a team of prosecutors that included Counselor Iman Lashin, Counselor Asmaa Ferjani, Counselor Dr. Tariq Badran, and Aya Lashin, the Deputy Prosecutor, to conduct an inspection of the site of the medical facility at the scene of the incident, and accompanied by members of the committee formed by decision of the Director of the Directorate of Health Affairs in Qalyubia, headed by the Deputy Director of the Free Treatment Department.

This is in implementation of the assignments of Counselor Mohamed El-Shenawy, Head of the Administrative Prosecution Authority, and in light of what was monitored by the Media and Monitoring Center regarding a fire that broke out in one of the health centers for addiction treatment in the city of Benha, yesterday afternoon, Monday, the fifth of January, which resulted in the death of seven inmates and the injury of four others, in addition to causing property losses, the Administrative Prosecution moved to initiate investigations.
Inspection of a fire at an addiction treatment clinic in Banha
The inspection revealed that the center is located inside a five-story residential building, has an independent entrance, and occupies two floors. The ground floor includes a doctors’ office, an apartment consisting of three rooms for inmates, and a room for supervisors and nurses, in addition to an internal staircase that reaches the first upper floor, which includes three other rooms for inmates. It turned out that the fire broke out on the first floor, specifically in the back room containing the interior staircase, which resulted in the entire contents of the room being charred.
The prosecution also discussed with the members of the competent committee the requirements for the license issued to the center, and the procedures taken regarding it, including periodic inspections, in addition to determining the availability of civil protection requirements and occupational safety and health requirements.
Following the completion of the inspection work, Counselor Dr. Tarek Badran decided to assign the committee formed by the Directorate of Health Affairs in Qalyubia to quickly prepare a detailed report supported by documents, and submit it to the prosecution at a later session.
