Dr. Khaled Abdel Ghaffar, Minister of Health and Population, and Dr. Ahmed Rostom, Minister of Planning and Economic Development, held a meeting to discuss the investment plan for the health sector for the fiscal year 2026/2027, within the framework of strengthening national efforts to improve the health care system and develop the implementation of the comprehensive health insurance system.

Dr. Khaled Abdel Ghaffar stressed that the Egyptian state places citizen health as a top priority, as it is an essential pillar for building a strong and productive society, noting that the directives of the political leadership focus on providing integrated and safe health services to all citizens and improving the quality of life.

Maximizing the use of available resources

The Minister of Health explained that the new investment plan reflects the state’s orientation towards maximizing the use of available resources and directing them to priority projects that affect the lives of citizens, while expanding the training and qualification of medical personnel to raise the efficiency of services and improve health indicators, especially for the most needy groups.

He continued that the plan includes developing the health infrastructure through new national projects, raising the efficiency of existing facilities, completing the stages of the comprehensive health insurance system, in addition to developing a fleet of ambulances to ensure rapid response to emergency cases and enhance the sector’s readiness.

Dr. Khaled Abdel Ghaffar reviewed the most prominent achievements of the investment plan for the previous year 2025/2026, which included establishing new hospitals, replacing, renovating and raising the efficiency of many facilities, and expanding primary and specialized care services in various governorates of the Republic.

For his part, Dr. Ahmed Rustom stressed that the state places the health sector on the list of priorities, and is keen to direct all aspects of support to it and increase allocations directed to strengthening the capabilities of this vital sector, because of its direct impact on the quality of life of citizens, explaining that this comes within the framework of the state’s trend towards paying attention to the health sector and providing the necessary financial allocations to it in a way that contributes to achieving the goals of sustainable development.

Dr. Ahmed Rustom pointed out that investments directed to the health sector represent a direct investment in people, as they are the focus of the development process, explaining that improving health services contributes to increasing productivity and enhancing the competitiveness of the economy, stressing the Ministry of Planning’s continued support for plans to develop the health sector, and directing investments towards priority projects that make a tangible impact on the lives of citizens.

The Minister of Planning and Economic Development also explained that the investment plan for the next fiscal year, in accordance with the directives issued by the political leadership and which receives continuous follow-up by the Prime Minister, focuses on directing public investments towards priority projects, in order to achieve the maximum possible benefit from the available resources, indicating the need to adhere to standards of efficiency and governance in implementing projects, in a way that contributes to achieving the goals of the economic and social development plan.

At the end of the meeting, a documentary film was shown covering the development of investments in the health sector, and examples of national projects and health facilities that have been completed or are being implemented were presented, which reflects the scale of the efforts made to achieve a qualitative shift in the level of health services.
