The Council of Deans of New Mansoura University held its sixteenth session under the chairmanship of Professor Dr. Moawad Mohamed El-Khouly, President of the University, where the Council discussed a number of academic and organizational issues related to the conduct of the educational process during the second semester of the academic year 2025-2026, in addition to preparations for the mid-semester exams, and following up on a number of institutional development files at the university.

At the beginning of the session, Professor Dr. Moawad Muhammad Al-Khouly, President of the University, and members of the Council of Deans extended their sincere congratulations to the political leadership, and to the university family of faculty members, staff and students, on the occasion of the approaching Eid Al-Fitr, praying to God to bring it back to our dear Egypt and the Arab and Islamic nation with goodness, Yemen and blessings, and to perpetuate the blessing of security, stability and progress in our homeland.

In this context, the Council discussed the proposal to hold studies using the distance education system (Online) on Tuesday, Wednesday, and Thursday, within the framework of the university’s keenness to provide social support to its members by facilitating the work of students and faculty members before the blessed Eid al-Fitr holiday, allowing them to arrange travel conditions and being with their families, while emphasizing the continued provision of academic courses via electronic platforms without affecting the scheduled study plan.

The Council also reviewed the proposed schedule for the mid-term examinations of the second semester, spring 2026, which are scheduled to be held during the period from March 28 to April 2, 2026. The Council stressed the importance of full compliance with the controls and rules for conducting examinations, ensuring discipline within the committees, equal opportunities among students, and clearly defining responsibilities for each of the faculty members, invigilators, students, and administrative security personnel.

In the context of following up on the students’ conditions, the Council discussed the applications submitted by some students who were unable to pay the tuition fees for the second semester on the specified dates. The Council decided to give these students a final opportunity to pay the tuition fees until the evening of Friday, March 13, 2026, with the completion of registration procedures on the student information system. The Council clearly confirmed that this deadline represents the last opportunity to pay tuition fees, and will not be extended under any circumstances. It also stressed that only students who have paid tuition fees and completed registration procedures in accordance with the regulating rules will be allowed to take the mid-term exams of the second semester.

During the meeting, the University President briefed the Council on a number of periodic institutional reports, which included following up on the development of work in electronic question banks, and the position of scientific publishing at the university, in addition to reports on monitoring the performance of students and faculty members via the Learning Management System (LMS). The final registration lists for students of all colleges for the current semester were also approved.

The Council also discussed the letters received from the Secretariat of Private Universities regarding the application for projects of the Higher Education Development Management Unit, as the application period for these projects is scheduled to open during the period from April 26 to May 14, 2026. The President of the University has directed all colleges and academic programs to prepare to apply for these projects as soon as the application window opens, in a way that contributes to supporting the development of educational programs and promoting academic innovation.

The Council also touched on the national initiative “Tobacco-Free Generation” launched by the President of the Republic, which aims to enhance health awareness and reduce the phenomenon of smoking. The Council stressed the importance of spreading the culture of healthy living on university campuses and organizing awareness-raising events that support the goals of the initiative.

The Council also reviewed a request submitted by the parents of a number of students who are outside the country due to compelling circumstances that prevented them from returning at the present time to resume their studies. The Council directed that these cases be studied in light of the regulating rules and that the necessary measures be taken regarding them.

The Council also discussed the proposal to issue a scientific journal bearing the name “New Mansoura University Journal”, to be a scientific platform for publishing research in various scientific specializations in the colleges, while preparing the formation of the editorial board and scientific body for the journal, with full details to be presented in the next University Council session.

In the same context, the Council discussed issuing a cultural magazine for New Mansoura University concerned with publishing cultural and scientific topics, highlighting the intellectual and literary creativity of university students and faculty members, in addition to publishing simplified scientific articles on the latest developments in various fields of knowledge. It was decided to form a committee to prepare the full concept of the magazine and its editorial board in preparation for presenting it to the University Council at its next meeting.

At the conclusion of the session, the Council of Deans stressed the necessity of completing all logistical and organizational preparations for the examination process, and ensuring the readiness of halls, examination committees and all supporting electronic systems, in order to ensure that examinations are conducted in an atmosphere of discipline, transparency and equal opportunities for all students. The Council also stressed the importance of continuing to develop the educational process and improving its quality, stressing that building the student and developing his academic and skill capabilities represents the focus of the educational process at the university and one of its most important priorities, which contributes to preparing qualified cadres capable of creativity, competition, and community service.
