At the beginning of the meeting, Dr. Mustafa Rifaat thanked the Capital University family for hosting the meeting of the Supreme Council for Education and Student Affairs, stressing the council’s keenness to strengthen the bonds of cooperation and integration between universities in the education and student affairs sector, in a way that contributes to developing the educational process and improving the services provided to students.

The Council also extended its sincere thanks and appreciation to Dr. Ayman Ashour, former Minister of Higher Education and Scientific Research. In appreciation of his efforts to support and develop the higher education, scientific research and innovation system, the Council congratulated Dr. Abdulaziz Qanswa for the confidence of the political leadership and his appointment as Minister of Higher Education and Scientific Research, wishing continued success and further progress and prosperity during the next stage.

Dr. Mustafa Refaat congratulated Dr. Yehia Zakaria on his assumption of the presidency of Kafrelsheikh University. He also congratulated Dr. Rajab Kamel for his assignment to supervise the education and student affairs sector at New Valley University, wishing them continued success.

The Council discussed the presentation made by Dr. Omar Salem, Director of the Electronic and Knowledge Services Center at the Supreme Council of Universities, regarding what has been implemented to include the six axes of the strategic plan of the Ministry of Higher Education to confront behavioral deviations alien to Egyptian society, on the student activities registration website; In order to monitor and measure performance indicators.

The platform prepares the institutional image for public universities and the Ministry of Higher Education

The presentation explained that the platform is the institutional image of public universities and the Ministry of Higher Education, through which the universities’ contributions to community service, awareness of national issues and societal problems, and support for achieving sustainable development goals are highlighted, as well as documenting activities as an approved official reference, and a tool for evaluating the societal and educational impact of these activities.

During the meeting, Dr. Karim Hammam, Advisor to the Minister for Student Activities, reviewed several topics, including the minutes of the first meeting of the committee formed to implement comprehensive cooperation programs between universities and the National Alliance for Civil and Development Work. The Council agreed to coordinate the launch of the program through a forum that includes Egyptian university students, to introduce the importance of volunteer work and ways to participate in it through the Insan platform.

15 public universities, 12 private universities, and 4 private universities in the Best University in Student Activities competition

The Council of Public, Private and Community Universities also recommended applying for the Best University in Student Activities competition, as about 15 public universities, 12 private universities, and four private universities have applied so far. The competition was launched and the website was opened for submission in January 2026, with the website closing to receive files in July 2026, in preparation for arbitration and announcing the final results during September 2026.

The Council also approved the adoption of the integrated executive plan for the year 2026/2027 of the Ministry of Higher Education, regarding the six axes of the National Population and Development Strategy, which universities are implementing through awareness-raising activities covering each of the following axes: the axis of communication and media for development, the axis of investing in human capital, the axis of education and learning, the axis of governance, the axis of women’s empowerment, and the axis of ensuring reproductive rights.

Fayoum University intends to organize the 12th Summit for the Ideal Male and Female Student Competition

The Council was also informed of the following:

• Fayoum University intends to organize the twelfth summit for the “Ideal Male and Female Student” competition at the level of Egyptian universities, as well as the fifth summit for “Goodwill Ambassadors for People of Determination” in the period from 4/26-30/2026.

• Matrouh University hosted the first forum for border universities; Cultural – artistic – sports – social during the first week of May 2026 with the participation of the universities of Matrouh – Aswan – New Valley – Hurghada – Red Sea – Arish.

• Alexandria University’s approval of the university’s code of ethical and behavioral standards for students.

Forming a higher central committee for psychological and social support and family guidance centres

The Council also approved the proposal of the Chairman of the Social Service Sector Committee to form a higher central committee for psychological and social support and family guidance centers, whose membership includes the Vice Presidents of Universities for Education and Student Affairs at the Universities of Fayoum, Beni Suef, and Zagazig, in addition to the Chairman of the Social Service Sector Committee, the Advisor to the Minister of Higher Education for Student Activities, and the Secretary of the Social Service Sector Committee.

The Council recommended that the Vice Presidents of Universities for Education and Student Affairs intensify participation in events and activities, organize cultural and artistic competitions, in addition to promoting volunteer programs by participating in mobile cultural convoys that reach villages and remote areas, in cooperation with the Ministries of Youth and Sports, Education and Technical Education.

The Council also approved the model prepared by the General Administration of Education and Student Affairs for the monthly report that universities will submit to the Supreme Council of Universities, to measure the impact of all awareness activities on new societal phenomena.

The Council stressed the need to educate students at Egyptian university colleges to participate in the Egyptian Student Engagement Survey (ESSE), which was launched in its third edition from January 2026 until the end of July 2026. The questionnaire targets students in the final teams for the academic year 2025/2026 in Egyptian universities, with the aim of measuring the quality of educational services, strengthening channels of communication between students and their educational institutions, and spreading the culture of participation and constructive interaction within the university campus, as well as issuing accurate indicators about the quality of education and academic and professional support, to support the development of university education in accordance with standards.
