Counselor Mohamed El-Shenawy, head of the Administrative Prosecution Authority, ordered the referral of the current director and former director of one of the audio education schools for the deaf and hard of hearing, to disciplinary trial, for their negligence in tightening control, follow-up, and supervision of the school’s students. This enabled two middle school students to sexually assault a primary school girl inside the school premises.

The technical office of the head of the Commission for Investigations, headed by Counselor Khairy Moawad, director of the office, had received the complaint of the student’s mother through the Complaints and Anti-Corruption System headed by the Commission regarding the incident. During the investigations initiated by Counselor Ahmed Abdel Salam, under the supervision of Counselor Nasser Ibrahim, and Counselor Mohamed Hamed, the office’s agent, the prosecution heard the statements of the student’s mother – the complainant – who decided that her daughter had been sexually assaulted using force and coercion twice inside the school premises and during the school day, by two students in the middle school at the same school.

The statement stated that the first incident was when one of them surprised her daughter and extended his hand to violate her chastity and violated her honor by forcefully forcing her to engage in sexual practices and acts, while the second incident was represented by the other student removing her clothes from her and sexually assaulting her, taking advantage of her young age and health condition – being a person with disabilities – and the presence of vacant classes in the school that are not subject to any monitoring or supervision. Which made it easier for them to commit their crimes against the victim.

The prosecution also heard the testimony of a number of school employees and the educational administration, and the testimony of the directors of the General Administration of Special Education and Integration at the Ministry of Education, and the relevant Education Directorate, and reviewed the ruling issued by the Court of Felony, Misdemeanors and Juvenile Violations to punish the two students who committed the crime. The investigations revealed the responsibility of the accused – the current school principal and the previous principal – for their gross failure to perform their job duties, by not tightening control, follow-up and supervision of the school’s students and taking the necessary precautionary measures regarding roles and classes. vacancy in the school, and leaving it unattended; Which enabled and facilitated the two accused students to commit the crime proven against them.

By presenting the results of the investigations to Counselor Mohamed El-Shenawy – Chairman of the Authority, he ordered the defendants to be referred for disciplinary trial. His Excellency also directed the administrative authority to take the necessary measures to activate the educational incentive and school discipline regulations issued by the Ministry of Education and Technical Education, taking into account the installation and activation of the surveillance camera system in legally permitted places, especially in the corridors leading to classrooms and administrative offices, building entrances, and places under construction, activating the role of supervisors and daily traffic, and closing unused classrooms. To ensure tight control and supervision within educational institutions, especially schools for people with special needs; Emphasizing the state’s commitment to guaranteeing their educational rights, providing them with a safe environment, covering them with the utmost levels of care, protection and security, enhancing their dignity and preserving their physical and psychological safety, creating conditions appropriate to their needs, and protecting them from exposure to any form of abuse or exploitation.
