The Supreme Council for Education and Student Affairs held its regular meeting, headed by Dr. Mustafa Refaat, Secretary of the Supreme Council of Universities, and in the presence of a number of university presidents and vice presidents of universities for education and student affairs, at the headquarters of the Supreme Council of Universities at Cairo University.

The Council discussed a number of topics, most notably the emphasis on adherence to the Council of Ministers’ decision to rationalize spending, by holding events at permitted times, and rationalizing energy consumption.

The Council listened to the presentation made by Dr. Ola Adel, Chair of the Executive Committee of the German Language Universalization Initiative, about what has been implemented within the framework of the initiative. The presentation covered the most prominent achievements since the launch of the initiative, the executive steps taken since its inauguration, and the developments of the current year, including training 108 faculty members, and providing training and scholarship opportunities inside and outside Egypt for outstanding students and faculty members.

Directions from above to universities regarding student participation in activities

The Council called on the Vice Presidents of Universities for Education and Student Affairs to intensify interest in listing all student activities held in Egyptian universities, whether peak activities with the participation of universities or internal activities at the university level, on the activities registration platform on the website of the Supreme Council of Universities. This platform is the institutional image of public universities and the Ministry of Higher Education, as it shows the contributions of universities in community service, raising awareness of national issues and societal problems, and achieving sustainable development goals. It also documents activities as an approved official reference, and is a reference for evaluating societal and educational impact. activities, taking into account the accuracy and selection of included data.

The Council also reviewed the report submitted by Dr. Karim Hammam, Advisor to the Minister for Student Activities, and Dr. Omar Salem, Director of the Center for Electronic and Knowledge Services, regarding the assignment issued in the previous session to determine the top three places for videos, which were collected from universities to confront the phenomenon of bullying. The results were as follows: Cairo University won first place for the movie (Dignity and Humanity – Red Line), second place was won by Kafr El-Sheikh University for the movie (Be Together – The Face of the Moon), and third place was won by Fayoum University for the movie (I Feel). Aloon) and will be honored in the next session.

The Council also approved the recommendations of the Supreme Executive Committee meeting to supervise the mechanisms for implementing the (Mawaddah) project to qualify those about to marry, held on 3/26/2026, and reviewed what was implemented during the previous period, where (925) training was implemented in (245) colleges at the level of 27 government universities, from which a total of 77,563 male and female students benefited.

With regard to students with disabilities, (49) trainings were carried out in (7) universities, from which (1,247) male and female students benefited, of whom (69.5%) were female and (30.5%) were male. The percentage of students with disabilities participating in the training was about (33.1%) of the total participating students. Some universities implemented the training within service centers for students with disabilities, such as: (Assiut – Alexandria – Qena), which had a significant positive impact on the level of availability.

The Council reviewed a proposal to implement training for the coming period, in addition to implementing 10 theatrical performances in cooperation with the (Mawaddah) project and Egyptian universities. These performances aim to shed light on Egyptian family issues, starting with the concept of marriage, the criteria for choosing a life partner, the goals of marriage, family problems and ways to deal with them, and the importance of medical examinations before marriage, in an interesting and attractive manner for students.

The Council stressed the need to educate students in Egyptian university colleges about the Egyptian Student Engagement Survey (ESSE), which targets students in the final teams for the 2025/2026 academic year in universities. This is to achieve the goal of measuring the quality of educational services in universities, strengthening communication channels between students and their educational institutions, spreading the culture of participation and constructive interaction on campus, and issuing accurate indicators about the quality of education and academic and professional support to support the development of university education in accordance with international standards in quality and accreditation.
