Counselor Mahmoud Fawzi, Minister of Parliamentary and Legal Affairs and Political Communication, attended the meeting of the Plan and Budget Committee in the House of Representatives, which was held today, Sunday, under the chairmanship of Muhammad Suleiman, Chairman of the Committee, and in the presence of Ahmed Amawy, Head of the Egyptian Customs Authority, Ahmed Al-Sadiq, Head of the Real Estate Tax Authority, Kamel Al-Kamel, Head of the Final Accounts Sector, Wafa Abdel Halim Moussa, Advisor to the Minister of Finance for Political Liaison at the Ministry of Finance, and Ahmed Abdel Hamid Haridi, Undersecretary of the Ministry of Planning for Infrastructure.
Mahmoud Fawzi: The government does not view the comments and inquiries submitted by members of Parliament during the discussion of the final account as criticism
During its meeting today, the committee discussed the final accounts for the fiscal year 2024/2025 for both the Egyptian Customs Authority and the Real Estate Tax Authority.
The Chairman of the Plan and Budget Committee began the meeting by welcoming Minister Mahmoud Fawzi, expressing that it is fortunate for the House of Representatives to have Counselor Mahmoud Fawzi as Minister of Parliamentary Affairs, who represents a good communication link between Parliament and the government.
For his part, Counselor Mahmoud Fawzi, Minister of Parliamentary, Legal and Political Affairs, expressed his happiness at being in the Plan and Budget Committee, which is considered one of the most important, if not the most important, parliamentary committees, through which various policies, decisions, and programs are discussed and translated effectively into clear and specific numbers.
Minister Mahmoud Fawzi also congratulated MP Mohamed Suleiman, Chairman of the Plan and Budget Committee, and members of the committee’s bureau and all its members, on the occasion of the start of the third legislative term of the House of Representatives.
He thanked the Chairman of the Committee and its members, stressing the government’s welcome and its constant endeavor to cooperate and interact with the MPs, in a way that advances the interests of the nation and the citizens, and that the door of the Minister of Parliamentary Affairs is open to the MPs at all times, and that on the personal level he considers himself half a minister and half a parliamentarian.
Regarding the comments of the members of the committee regarding the final accounts of the two aforementioned bodies, Counselor Mahmoud Fawzi explained that the government appreciates, respects and encourages the members of Parliament and members of the Plan and Budget Committee to provide it with all the comments they make during the presentation of the final accounts and all topics. The government is happy to respond to the comments of the representatives, and to every detail that may be raised about these topics.
In response to requests from some members to provide the Committee with comprehensive written responses, the government pledged to respond as soon as possible.
In a related context, the Minister of Parliamentary, Legal and Political Affairs spoke about the problem of stagnant goods that their owners neglect in customs yards. The Minister proposed studying setting a maximum time limit that could be two or three years, with exceeding that limit considered a waiver of ownership of the goods, through prior acknowledgment from the owners of these goods, giving the authority the right to act after the expiry of this period.
Regarding reducing the customs release time and its impact on the customs proceeds, Counselor Mahmoud Fawzi stressed that reducing the customs release time leads to an increase in the proceeds, and the practical reality confirms this, as shortening the release time increases circulation, increases the attraction of circulation, and increases the competitiveness of Egyptian ports and outlets in the region.
He pointed out that with the boom that Egypt has witnessed in digitization and mechanization, there is an increase in reducing the time of customs release, and a constant effort to reduce this time.
The head of the Customs Authority gave a brief presentation of the performance of the Customs Authority and the development of its performance during the previous fiscal year, and the development and improvement of the system in the previous period, which contributed to increasing the outcome and increasing the performance rates of the Authority and achieving the target, which reached more than 111% of the target.
Ahmed Amwi, head of the Customs Authority, announced that customs revenues would rise by 46.6% during the fiscal year 2024/2025 after implementing the modern customs system.
The head of the Customs Authority explained that the Authority enhances the use of governance and mechanization, which helped reduce release time, improve the investment environment, encourage local industry, and increase the competitiveness of Egyptian exports in regional and global markets.
During the meeting, Ahmed Amoui gave a presentation on the Customs Authority’s final account for the year 2024/2025, and Abdullah Shehata also gave a detailed presentation of the Customs Authority’s performance during the meeting.
This came during the meeting of the Plan and Budget Committee today in the House of Representatives, headed by Dr. Muhammad Suleiman, to discuss the final accounts for 2024/2025 for both the Customs Authority and the Tax Authority. The meeting was attended by Counselor Mahmoud Fawzi, Minister of Parliamentary Affairs and Political Communication.
