published Official Gazette Presidential Decisions No. 671 and 668 of 2025, amending some provisions of Resolution No. 36 of 2019 and No. 631 of 2019, establishing two private universities named Sphinx University and Lotus University.
The first article stipulated that the College of Medicine be added to the faculties of Sphinx University mentioned in Article Four of the aforementioned Presidential Resolution No. 36 of 2016, provided that the start of study in that college would be coupled with the establishment and operation of the university hospital and after the approval of the Private Universities Council on the facilities and the operating program.
This came after reviewing the constitution; And the Universities Regulation Law promulgated by Law No. 49 of 1972; And the Private and Private Universities Law promulgated by Law No. 12 of 2009 and the executive regulations; Presidential Decision No. 36 of 2019 to establish a private university called Sphinx University; With the approval of the Private Universities Council; Based on what was presented by the Minister of Higher Education and Scientific Research; After the approval of the Council of Ministers.
For its part, the other decision stipulated that Clause 9 contained in Article Four of Presidential Resolution No. 631 of 2019 referred to regarding the establishment of Lotus University be replaced with the following clause: Computers, information and artificial intelligence.
