Dr. Osama Abdel Hay confirmed, Captain of doctorsThe General Doctors Syndicate completely rejected the draft law amending some provisions of the Law on the Organization of Work in University Hospitals No. 19 of 2018 in its current form, which is currently presented to the Senate, stressing that the law was proposed without conducting a community dialogue or taking the opinion of the union in violation of what the constitution stipulates.
The head of the Medical Syndicate explained, during television statements, that the most fundamental objections relate to subjecting university hospitals to periodic relicensing every five years, considering that this measure represents a direct threat to the stability of a vital public facility that performs therapeutic, educational, and research roles that cannot tolerate disturbance or instability.
Abdel-Hay pointed out that the license is concerned with construction specifications and medical equipment, and must be a permanent license, while the evaluation of performance, quality of medical services, and adherence to infection control standards is subject to periodic inspection, accreditation, and re-accreditation, which is the role assigned to the Accreditation and Oversight Authority established under the Comprehensive Health Insurance Law.
He added that the draft law includes duplication of licensing bodies, as it grants a non-competent body the powers to license hospitals, while historically the competent body is the Ministry of Health, in addition to the presence of the Accreditation and Oversight Authority affiliated with the President of the Republic, stressing the necessity of unifying the licensing body to prevent overlap and confusion.
The head of the Doctors Syndicate warned that relicensing every five years imposes heavy financial and administrative burdens on government and private hospitals, and negatively affects the investment climate in the health sector, explaining that the investor cannot work with a temporary license that threatens the facility’s stability and continuity.
Abdel-Hay concluded his statements by emphasizing the union’s readiness to cooperate with the relevant authorities to introduce the necessary amendments to the draft law in a way that achieves the quality of medical service, maintains the stability of health facilities, and encourages investment without prejudice to professional oversight.
