The First Circuit filed economic misdemeanors with the Cairo Economic Court, the merits of its ruling to imprison the blogger Mohamed Shaker, known as Shaker Banned, for two years, in Misdemeanor No. 4 of 2026 Cairo Economic Misdemeanors, after convicting him of publishing content offensive to public modesty and misusing social media sites.
Reasons for Shaker’s imprisonment
The ruling was issued under the chairmanship of Judge Mohamed Saeed, with Judge Hisham Nabil and Judge Ali Awad as members, after hearing the pleadings, reviewing the papers, and deliberation legally.
Details of the charges
The court explained that the facts of the case date back to August 3, 2025 and before, in the First Settlement Police Department in Cairo Governorate, where the Public Prosecution charged the accused with several charges, most notably:
• Attacking the family principles and values of Egyptian society.
• Committing indecent acts in public via live broadcast.
• Creating, managing, and using an electronic account on the “Tik Tok” application under the name “Shaker is banned now – Pani Shaker” with the intention of committing the crimes in question.
The facts stated that the accused used to appear via the live broadcast feature hosting women and girls, some of whom were known for publishing immoral content, and for appearing in clothes described as scandalous, while issuing sexual phrases, expressions, and innuendos – according to what was stated in the papers – in a way that offends public modesty and arouses instincts.
Monitoring and investigation report
The court relied on the technical monitoring report prepared by the competent authorities, which stated that within the framework of the plan to confront cybercrimes, the account in question, which had about 5.3 million followers, was monitored, and it was found that it contained live broadcast clips that included indecent words and expressions that represented an attack on family values.
The report also pointed to the documentation of video clips attached to a CD in the case papers, which included phrases that the prosecution considered insulting, defamatory, and veiled sexual innuendos.
Investigations by the security services supported what was stated in the technical examination report, confirming that the accused was the person responsible for creating and managing the account, and that he used it to publish visual content that included indecent language and violated public morals.
In light of this, the investigating authorities obtained a warrant to seize and search the accused and his residence, and to seize the electronic devices used in the activity in question.
Materials of accusation
The Public Prosecution demanded that the accused be punished with Articles 1/30, 3/171, and 278 of the Penal Code, and Articles 12, 25, 27, and 1/38 of Law No. 175 of 2018 regarding combating information technology crimes.
The court concluded in its merits that the accusations against the accused were proven, considering that what he broadcast through his electronic account represented a clear attack on the family principles and values of Egyptian society, and constituted crimes punishable by law, and it ruled that he be imprisoned for two years.
