Representative Abdel Moneim Imam, head of the Justice Party and member of the House of Representatives, submitted a parliamentary question to Counselor Dr. Hanafi Jabali, Speaker of the House of Representatives, addressed to the Minister of Education and Technical Education, regarding a serious incident of harassment within the Egyptian Nile International Schools – Jasmine Branch in the First Settlement, and what it revealed of gross negligence and lack of oversight within an educational institution affiliated with a national state project.

Imam explained, in his parliamentary question based on Article (134) of the Constitution and Article (212) of the Council’s internal regulations, that the security services arrested a security personnel working inside the school, after receiving official reports from the parents of (11) children in the KG2 stage, who accused him of harassing their children within the school.

He pointed out that the facts, according to official records and ongoing investigations before the Public Prosecution, indicate that parents noticed a noticeable change in the behavior of their children, and upon asking them, they confirmed that they had been touched in an inappropriate manner inside one of the corners of the school away from the eyes of the supervisors. Upon examination and investigation, the truth of the incident was proven, and the accused was arrested and taken for investigation.

The head of the Justice Party stressed that the real danger is not limited to the criminal incident alone, but extends to gross administrative negligence, as parents filed an official complaint with the school administration, specifically to Dr. Amani Al-Far, Managing Director of the Misr Educational Management Company, since the Sunday before the incident, including cases of harassment and serious doubts about the children’s statements. However, the administration did not take any action, nor did it activate any protection or internal investigation mechanisms, which forced parents to resort directly to the police.

He added that a security force entered the school without prior notification to the administration, in order to preserve the safety of the children and prevent influence on them, and the children were actually able to identify the accused.

The question revealed a serious structural defect within the Nile Schools management system, represented by the continuous and unjustified change of school administrations, where more than 10 principals were appointed in less than two years, in addition to the appointment of leaders without sufficient administrative experience, and the dismissal of some of them after short periods, in addition to the existence of suspicions of a conflict of interest and the appointment of relatives in leadership positions.

Imam also pointed out the absence of an effective security system inside the school, the lack of sufficient surveillance cameras despite repeated complaints, and the transformation of schools – according to what was stated in the question – into a haven for appointing unqualified personnel at the expense of the efficiency of the administration and the safety of students.
The head of the Justice Party criticized the decline in the level of oversight of the Nile Schools since the transfer of its affiliation from the Presidency of the Council of Ministers to the Ministry of Education, despite it being a national project affiliated with the state. He demanded a clear written response that defines responsibilities, reveals the criteria for selecting leaders, announces urgent measures to protect children, and holds accountable everyone who was proven to be negligent or aware of the incident and did not take action.
Representative Abdel Moneim Imam concluded his question by demanding a comprehensive evaluation of the management of the Misr Educational Management Company and the mechanisms for selecting leaders and holding those responsible accountable for the repeated negligence that threatens the reputation of Egyptian education and the security and safety of Egypt’s children.
