
The committee held four meetings to discuss a number of briefing requests submitted by Representatives Mahmoud Al-Shami and Muhammad Salim, regarding troubled and stalled factories, import systems, and the Ministry of Finance’s position on paying dues to the Textile Industry Support Fund.
Engineer Ahmed Bahaa Shalabi, Chairman of the Committee, stressed the importance of supporting the textile industry as a strategic industry that contributes to meeting the needs of the local market and exports. He called on the Ministry of Finance to pay the dues of the fund to support this vital industry in order to do its part.
His Excellency also pointed out the importance of expanding the production process and allowing factories to increase their production capacities, which contributes to meeting the needs of the local market, exports, and saving foreign currency. His Excellency affirmed his understanding of the philosophy of the Minister of Industry’s Resolution No. 61 of 2025 regarding prohibiting the expansion of the establishment of industrial facilities outside industrial zones, except for activities that have been excluded, while emphasizing the necessity of reconsidering and reviewing the annexes related to industrial activities to make the necessary amendments resulting from the effects of the application, in addition to giving priority in allocating land to industries that are not allowed to expand, from the standpoint of increasing productivity and deepening local manufacturing, within the framework of achieving the required balance and codifying their conditions.
In the context of the Committee’s keenness to eliminate illegal practices, the Committee discussed the issue of manipulation in import systems and its harm to the national economy, as the Chairman of the Committee stressed the importance of filling the gaps in these systems by the Ministry of Finance represented by the Customs Authority, the Ministry of Industry represented by the Industrial Development Authority, and the Ministry of Investment and Foreign Trade, in a way that ensures achieving fair competition in the markets.
The committee called for the necessity of establishing clear import controls to prevent the entry of finished goods under the name of production requirements, and not to exploit the facilities granted to manufacturers in improper ways. His Excellency also confirmed that the new customs system, which was presented by the Minister of Finance during the hearing held on 3/29/2026, would achieve a balance between facilitating compliance with factories, controlling the market, and tightening control.
