The Ministry of Health and Population is considering granting the right to manage and operate the New Heliopolis and New Capital 2 hospitals, affiliated with the Health Insurance Authority, to the Italian Eni Foundation, following the completion of construction work, with the institution bearing the cost of medical equipment and operating work for a period of up to 15 years, according to informed sources in the ministry told Cairo 24.
According to a statement issued by the Council of Ministers, Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population, confirmed that there is consensus between the ministry and the Italian Eni Foundation regarding the management and operation of the two hospitals, within the framework of the state’s direction to maximize the benefit of partnerships with the private sector and international institutions in developing the health system.
Details of awarding the equipment and operation of two health insurance hospitals to the Italian Eni
The sources, who requested that their names not be published, explained that the proposed proposal includes the Ministry of Health completing the construction work and handing over the two buildings, structurally ready, to the Italian Eni Foundation, which in turn will undertake the implementation of the medical equipment work, in addition to the full management and operation of the two hospitals.
The sources added that the proposed contract period is about 15 years, which is the maximum permitted by the law granting commitment to public facilities to establish, manage, operate and develop health facilities, noting that this trend comes within the ministry’s plan to raise the efficiency of medical services provided to citizens and ensure the sustainability of operation in accordance with the latest international standards.
The sources indicated that the cost of medical equipment for one hospital is estimated at about 30% of the construction value, which amounts to about 2 billion pounds for each hospital, equivalent to approximately 600 million pounds for the cost of medical equipment for one hospital. Thus, the Italian Eni Corporation bears about 1.2 billion pounds for the total cost of medical equipment for the New Heliopolis and Administrative Capital 2 hospitals, in addition to the management and operation costs throughout the contract period.
Regarding the terms of the partnership and contract between the Ministry of Health and Population and the Italian Foundation, the sources confirmed that work is underway to prepare them during the coming period, ensuring that the government partner’s share of the total number of families is determined, the cost of treatment for which the state will bear through the health insurance system and state expense, in order to achieve a balance between the state’s rights, operating mechanisms, and the financial sustainability of the project.
According to a statement issued by the Council of Ministers, the New Administrative Capital Hospital 2 project is a model of advanced medical service, in light of its strategic location and the advanced medical equipment it contains, including heart catheterization units and open-heart surgeries, which contributes to providing highly specialized treatment services.
The statement indicated that the new Heliopolis Hospital in the Nozha area is distinguished by the presence of a nursing school, in addition to providing precise specialized medical services that include treatment of oncology, burns, and a stroke unit, in addition to its role in serving the high population density in the Nozha area and its surrounding areas.
The Cabinet statement stated that the bed capacity of the New Administrative Capital Hospital 2 is about 377 beds, while the bed capacity of the New Heliopolis Hospital is 443 beds.
