Representative Imad Khalil, a member of the Senate, announced his approval in principle for the draft amendment Electricity law He stressed that the practical reality revealed the aggravation of the phenomenon of illegal seizure of power and the development of its methods, which caused serious financial and technical damage to the safety of the networks and the sustainability of the facility.

Khalil reviewed the shocking language of numbers for the year 2025, as losses from power theft amounted to about 50 billion pounds, recording a loss rate in the national grid ranging between 25% and 30%.

The MP revealed that the government detected thefts worth $872 million during the 14 months that ended in September 2025, while the ministry succeeded in collecting 21.5 billion pounds from fines from the records discovered between July 2024 and October 2025.

He also pointed out that 383,000 reports were issued in September 2025 alone, worth 1.2 billion pounds, with the state adopting a unified tariff for thieves at the cost price (214.5 piasters per kilowatt).

The representative stressed that these data prove the inadequacy of previous amendments in achieving deterrence, stressing that the current amendments will achieve general and specific deterrence: by increasing penalties for consumers or workers who facilitate theft, and controlling new patterns such as meter manipulation in proportion to the severity of the harm.

Financial flexibility: by creating an integrated reconciliation system that supports the sustainability of the facility and motivates violators to pay according to a graduated fee linked to the stages of the case.

This came during the plenary session on Sunday, chaired by Counselor Issam Farid, to discuss the report of the joint committee on the new legislative amendments.
