Dr. Maya Morsi, Minister of Social Solidarity, directed the Central Rapid Intervention Team and the judicial police officer to follow up on the video clip circulating on social media sites, which includes the presence of an elderly person tied by his hands inside a balcony, amid allegations that the incident occurred inside a nursing home for the elderly on Delta Street in Heliopolis.

Immediately, the Central Rapid Intervention Team, officials of the Ministry’s General Administration for the Elderly, the Social Solidarity Directorate in Cairo, and the Judicial Control Officer, in coordination with the Office for the Protection of Children, Persons with Disabilities, and the Elderly, moved to the Public Prosecution’s judicial inspection of the site of the incident to confirm whether the incident was true or not. It was found that the home was unlicensed, and it consisted of two apartments, each apartment consisting of two rooms, and was operating illegally. There was no sign on it indicating that it was a nursing home for the elderly, and there were 15 cases, ten men, five women, all of them. Their condition requires health care because they are unable to care for themselves.
It was also found that this facility does not meet the standards that must be met by nursing homes. On the contrary, it lacks all the components of a nursing home, including medical equipment, civil protection, and internal equipment for the place that are appropriate for the elderly. It also lacks health and social care places and a functional device qualified to deal with the elderly, which exposes the residents there to danger because they do not have access to health, rehabilitation, and social care services in accordance with the provisions of the articles of the Elderly Rights Care Law issued No. 19 of 2024 and the stipulated penalties, including isolation from society. Without legal support or refraining from providing health, nutritional, rehabilitative, community or legal care to him, and if the person obligated to support him abandons him or he is exposed to the loss of the person entrusted with his care, the law shall punish him with imprisonment for a period of not less than six months and a fine of not less than five thousand pounds and not exceeding fifty thousand pounds, or one of these two penalties.
The Minister of Social Solidarity decided to transfer the elderly in that facility to licensed nursing homes, so that they can receive all aspects of care there, in addition to handing over those who wish to them to their families, evacuating the aforementioned place where the incident occurred and closing it immediately, in addition to taking all legal measures towards those in charge of it and referring them to the Public Prosecution for the work of its affairs, which in turn conducted an inspection of the home and met with the inmates.

The Ministry of Social Solidarity calls upon citizens who wish to enroll or enroll their families in a nursing home, to verify that that home has obtained a nursing home license from the social administrations of the social solidarity directorates at the republic level, or to apply on the Ministry’s website to obtain the most appropriate care under the supervision of the Ministry.
